The UTF's foundation is federal service. The UTF's military does not have a conscript, but it is almost customary to do your federal service for the Terra and the Supreme Councilor, this concept is called "Credit to team."
There are two types of people in the UTF, The civilian and the citizen.
The Civilian - Everyone is born a civilian they are just regular people. They have all the rights a normal person would have, except they cannot vote, hold office, or own a major business.
The Citizen - These are the few. These people put service to their faction before themselves. They believe in being apart of something bigger then what they are. To be a citizen you must do a minimum of 4 years of active duty and 2 years of reserved duty in the UTFAF. The Citizen has the right to vote, hold office, own a major business, and have other luxuries that civilians are restricted to.
